Borno Commissioner Prof. Tar Emerges APC Information Forum Chairman

The Borno State Commissioner for Information and Internal Security, Professor Usman A. Tar, has been elected Chairman of the Progressive Commissioners of Information in All Progressives Congress (APC)-governed states.

The announcement was made on Thursday, October 16, 2025, during the presentation of the communiquรฉ at the close of the Progressive Governorsโ€™ Forum (PGF) Strategy Summit, held at the Government House, Maiduguri.

The forum, which brings together Information Commissioners from APC-controlled states, serves as a professional platform for harmonising communication strategies, enhancing governance standards, and strengthening collaboration among member states.

Professor Tarโ€™s emergence as chairman is widely seen as a recognition of his intellectual leadership and Bornoโ€™s rising influence under Governor Babagana Umara Zulum.

His tenure is expected to advance strategic communication and deepen synergy among information managers across the APC.

Expressing appreciation for the confidence reposed in him, Professor Tar described his election as a collective mandate.

โ€œI am profoundly honoured by the trust and solidarity of my colleagues,โ€ he said.

โ€œTogether, we shall refine our communication strategies, enhance public trust, and project the values of good governance that define the progressive tradition.โ€

A renowned scholar and security expert, Professor Tar previously served as Dean of the Faculty of Arts and Social Sciences and Endowed Chair of Defence and Security Studies at the Nigerian Defence Academy, Kaduna.

He has authored and co-authored over 30 books and 130 academic publications on democracy, counterterrorism, and African security.

Since his appointment as Bornoโ€™s Information Commissioner, Professor Tar has championed digital transformation, strategic public communication, and community-based security engagement, positioning Borno as a model of knowledge-driven governance and innovation.

Analysts say his leadership marks a pivotal step toward institutionalising evidence-based communication and policy development within the APC governance framework.
