The Borno State Government has reaffirmed its commitment to transparent and responsible budget implementation for the 2025 fiscal year, emphasising strategic planning and financial prudence.
Commissioner for Budget and Planning, Engr. Dr. Babagana Malumbe, defended the 2025 budget during a press briefing on Monday at the International Conference Centre, Musa Usman Secretariate, Maiduguri.
The Commissioner disclosed the government’s focus on cost-saving measures and resource optimisation. “We are committed to ensuring that every naira is spent effectively and efficiently,” Dr. Malumbe stated.
The 2025 budget, themed “Budget for Recovery and Continuity,” was passed into law on December 9, 2024, and signed by Governor Babagana Umara Zulum on January 7, 2025.
“This budget reflects our commitment to sustainable development and effective financial management,” Dr. Malumbe assured.
He reviewed the 2024 budget performance, noting a 94 percent overall implementation rate. “We achieved a 94 percent execution rate on recurrent expenditure and 84 percent on capital expenditure,” Dr. Malumbe revealed.
The 2025 budget aligns with the state’s long-term development plans, focusing on infrastructure rehabilitation, economic recovery, and job creation.
“Our strategic frameworks guide our spending to ensure we address the critical needs of our people,” he explained.
Despite challenges such as security concerns and natural disasters, the government remains committed to rebuilding and transforming the state.
“We are determined to overcome these challenges and deliver on our promises to the people of Borno State,” Dr. Malumbe affirmed.
A key priority is the reintegration of internally displaced persons (IDPs). “We are focusing on fostering peace, stability, and economic recovery to support displaced communities,” he said.
Dr. Malumbe reported an improved budget performance, rising from 74 percent in 2024 to 78 percent in 2025, and expressed optimism for further improvements.
Secretary to the Borno State Government, Bukar Tijani, commended Governor Zulum for delivering people-orientated projects. “Governor Zulum’s leadership has been instrumental in achieving our developmental goals,” Tijani said.
