Katsina State Governor Malam Dikko Umaru Radda has finalised an agreement in Paris to revive and expand the long-dormant 10 MW Lambar Rimi Wind Farm, a move expected to significantly boost local electricity supply.
The development was disclosed in a statement on Saturday, November 22, 2025, by Ibrahim Kaula Mohammed, the Chief Press Secretary to the Governor of Katsina.
The deal, secured on November 17, 2025, during a high-level meeting with French wind technology company Vergnet and the Kano Electricity Distribution Company (KEDCO), will see the original wind project hybridised with an additional 10 MW solar power plant.

Governor Raddaโs administration views the 20 MW hybrid facility as a cornerstone of its energy strategy.

The project aims to ensure stable, clean, and affordable electricity for Katsina residents, which officials say will improve industrial competitiveness.
“This hybridisation project is central to our strategy for energy independence, industrial competitiveness, and attracting investment to Katsina State,” Governor Radda said in a statement.
The combination of wind and solar is intended to guarantee consistent supply and reliability by offsetting the seasonal variation in wind patterns.
Dr Hafiz Ibrahim Ahmed, the governor’s special adviser on power and energy, explained, “This approach guarantees consistent electricity supply and maximises the facility’s capacity utilisation.”
Vergnet CEO, Mr Jรฉrรดme Gacoin, confirmed that a technical assessment of the existing wind turbines and grid infrastructure is underway and is expected to be completed by December 17, 2025.
“The assessment will pave the way for engineering, procurement, and construction of the hybrid facility,” Gacoin stated, adding, “We are targeting full commissioning by the fourth quarter of 2026.”
KEDCO, represented by energy experts, confirmed its role as the primary off-taker.
Ahmad Rufai Zakari confirmed, “KEDCO will purchase power from the facility under a structured power purchase agreement, feeding it into the distribution network for consumers across Katsina and neighbouring states.”
The original Lambar Rimi Wind Farm, commissioned as Nigeria’s first utility-scale wind installation, has been largely inactive for years.
Vergnet commended Governor Radda for his drive to transform the project, saying his “consistent drive and hands-on engagement demonstrate a model for renewable energy acceleration in northern Nigeria.”
