National Assembly Passes Landmark Police Reform, Funding Bills

The Nigeria Police Force has achieved a major reform milestone as the National Assembly passed the Police Institutes Establishment Bill and the Nigeria Police Trust Fund (Amendment) Bill, 2025, paving the way for a new era of professionalism, accountability, and sustainable funding.

Force Public Relations Officer CSP Benjamin Hundeyin confirmed this in a statement issued Monday, October 13, 2025, in Abuja.

According to Hundeyin, the two pieces of legislation mark a historic step in modernising the Forceโ€™s training, welfare, and operational structures, ensuring the police are better equipped to meet Nigeriaโ€™s evolving security needs.

โ€œThese laws provide a solid foundation for a modern, accountable, and well-equipped police institution,โ€ the statement quoted the Inspector-General of Police, IGP Kayode Egbetokun, as saying. โ€œThey will strengthen training, improve welfare, and enhance operational capacity nationwide.โ€

The Police Institutes Establishment Act consolidates and modernises all police training and research institutions, aligning them with global best practices in law enforcement, leadership, investigation, and technology.

It also allows the Force to coordinate professional development more effectively and prepare officers for complex policing challenges.

Meanwhile, the Nigeria Police Trust Fund (Amendment) Act enhances fiscal transparency and ensures consistent funding for logistics, training, equipment, and welfareโ€”long-standing gaps that have hindered the Forceโ€™s full operational potential.

Egbetokun commended President Bola Ahmed Tinubu and the National Assembly for their commitment to strengthening policing in Nigeria, describing the approval of both bills as a โ€œvictory for national security and public trust.โ€

โ€œWith this renewed legal and institutional framework, the Nigeria Police will elevate training standards and consolidate ongoing reforms to deliver citizen-focused policing,โ€ the IGP assured.
