Governor Babagana Umara Zulum’s giant strides in the agricultural sector for Borno State are a carefully planned visionary approach to recovery, where agriculture serves as the keystone for successful reintegration, resettlement, and ultimately, powerful economic resurgence.
In a state battered by insurgency, the governor has come to terms with the fact that these elements are not mutually exclusive; rather, they are deeply intertwined, each dependent on the others for sustainable growth.
Governor Zulum’s strategic agricultural initiatives are, therefore, not merely about cultivating crops but about cultivating the conditions for displaced populations to return home, rebuild their lives, and contribute to the economic revitalisation of Borno and Nigeria in general.
The foundation of the agricultural strategy lies in recognising that agriculture is more than just a means of subsistence; as I have always pointed out, it is a cultural and economic cornerstone. Years of conflict have severed this connection, displaced thousands and destroyed livelihoods.
Governor Zulum’s immediate response was the provision of essential agricultural inputs like seeds, fertilisers, and tools which directly address the disruption. It was a calculated move to stimulate return, providing displaced persons with the tangible means to rebuild their lives and re-establish their place within their communities. This act of empowerment is the first step towards a successful reintegration and resettlement.
However, the Zulum administration has a vision extending far beyond short-term relief. The achievement of a sustainable reintegration and resettlement requires a long-term investment in agricultural infrastructure and modern practices.
The rehabilitation of irrigation systems, the adoption of modern, water-efficient technologies, and the establishment of projects like the ranch in Mafa; the launching and support for dry season farmers in Bama; and seed distribution in Mionguno and other places too numerous to mention are all strategic initiatives designed to create a stable and productive environment for returning farmers.
These projects not only enhance agricultural productivity but also create employment opportunities, directly contributing to the economic recovery of the state and providing returning populations with a secure foundation for their new lives.
The Borno state government’s agricultural initiative will have a positive impact on reintegration, resettlement, and economic recovery.
By empowering farmers with knowledge, skills, and access to markets, the government is creating sustainable economic opportunities that benefit both returning populations and the state and the nation as a whole.
This programme is to foster a culture of self-reliance, enabling individuals to contribute to the economic recovery of their communities and rebuild their lives.
Crucially, the revitalisation of the agricultural sector directly addresses food security, which is a fundamental prerequisite for both reintegration and economic recovery. When returning residents can cultivate their own food, they are less vulnerable to food shortages and price fluctuations, reducing their reliance on aid, which further strengthens a sense of independence and pride. This self-sufficiency is vital for creating a stable and secure environment.
All of this would not have been possible without the provision of security. It is a known fact that the Borno state government has invested holistically in the security sector by doing its very best to support all security forces to secure Borno. Agriculture, resettlement and reintegration cannot be achieved without improved security.
I commend both efforts of the federal and the state governments in combating insecurity and personally cannot remember how many times Governor Zulum has assisted with vehicles and others to the security forces whenever he can.
This reminds me of Governor Zulum’s recent distribution of 110 operational vehicles and 500 motorcycles to security forces. This is not only an investment in Borno State’s stability but the nation at large.
The initiative directly addresses the critical need for enhanced mobility and rapid response capabilities within the region’s security apparatus.
